THE PROJECT

Workplan

BITE workplan is structured in three subsequent and connected stages.

STAGE 1: FACT-FINDINGS

Stage 1 includes 5 fact finding meetings and 3 reviews of the scientific evidence. The aim of the meetings is to clarify specific questions on emerging biometric technologies and thereby provide a basis for the further ethical and political discussions of these issues. The meetings will provide a forum where experts from industry, the academic world and policy makers can discuss questions of scientific trends, security needs, ethical and legal questions. It is not the aim of the meetings to reach a consensus. We intend to hear 20-25 experts including non-EU experts (USA, Canada, Japan). Five partners (CESAGen, CERBIC, IOM, HS,OT) will convene the meetings. All partners will participate in the panel.

In addition to meetings, three reviews will be commissioned to three leading international experts in biometrics to assess critically the current scientific evidence in three fields of research in biometric identification technologies:

  1. Biometric Identification Technologies for security purposes in biomedicine and to restrain access to medical sensitive data;
  2. Biometrics to avoid illicit use of social welfare and medical support;
  3. Biometrics as a potential source of biomedical information about an individual.

Finally two policy papers on ethical and political issues raised by informatization of the body will be delivered.

STAGE 2: PUBLIC CONSULTATION

The second stage of the project will be devoted to online public consultation (OPC). OPC is an open and accountable process whereby individuals and groups can participate in decision-making processes and influence policies. The concept for the online hearing largely met the criteria of dialogical communication among stakeholders, integration of multiple perspectives, and equal opportunity. OPC will:

  • enable participation and assure communication and dialogue among stakeholders
  • assure an equal opportunity to participate to any disadvantaged group
  • remain open with respect to both process and results
  • integrate multiple cultural, philosophical and religious perspectives
Partner responsible for this task are CSSC and ESA (operational support). The OPC will last three months. During this period different interest groups and individuals affected by the issue will be invited to answer some questions. Any registered guest of the project web site will have the right to participate in the exercise, however we intend also to invite individuals and groups. These individuals and groups will be selected from various international contexts, they will be women and men from all EU countries and from some non EU countries, they will represent academia, industry, politics, and other affected categories. The media will be considered as an important interest group who need to have accurate and timely information about the OPC. All consultation input will be recorded and made available online. Privacy issues for individuals or groups will be respected. Individuals will not be named without their permission. The Public Consultation Policy and Guidelines will be available online.

STAGE 3: REPORT AND PUBLIC CONFERENCE
The third stage of the project will be devoted to report. On the basis of the fact finding exercise and the public consultation, the project team will prepare the scientific report. Each partner will be responsible for writing a chapter of the report . The draft report will be submitted for approval in the third project management group meeting and then CSSC will be responsible for editing it. The report will update on research in this area, will assess bioethical implications of emerging biometric technologies, and will present balanced discussion of the ethical and legal choices that lie ahead. Our expectation is that the report will contribute to set the agenda for public and political discussion both in Europe and between EU and non-EU countries. The report will also help non-specialists to understand the expected ethical, legal and social implications of biometrics. We hope that it will prompt research and promote an informed debate between scientists, policy makers, and the lay public. The report will be presented in a public conference, published on the Internet and in hard copy. It will be sent free of charge to any persons involved in any stage of the project and to all relevant stakeholders. The Public Conference will be organised in Brussels in strict collaboration wit the EU Commission.. All legitimate stakeholders (research centres, academic institutions, international organisations, industry, cultural groups, consumers) will be invited.
